The post holder manages and provides technical expertise to the Social Statistics Unit in planning, preparing, implementing and reporting various household surveys and consumer price surveys of the Cayman Islands as mandated by the Cabinet in accordance with the Statistics Law (2016 Revision); manages special projects aimed at developing new social statistics or improving the quality of existing social statistics as required by the Cabinet and acts as Deputy Census Manager and assists the ESO Deputy Director in planning, preparing and implementing the conduct of a national census every ten years.

PRINCIPAL ACCOUNTABILITIES include but are not limited to:

Manages the core work program of the Social Statistics Unit comprising of the Consumer Price Index Survey, Labour Force Survey, Household Register Updates, Compendium of Statistics and the Annual Industrial Employment Survey:

  • Provides instructions and guidance on the preparation of the above statistical outputs, which includes reviewing, revising and testing of specialized survey manuals and questionnaires;
  • Monitoring of actual survey implementation;
  • Reviewing and finalizing draft statistical reports for submission to the Deputy Director and Director, along with the necessary Cabinet Note, Briefing Note for the Minister and Press Release, ensuring their revision upon receipt of reviews and specific comments from the Director and Deputy Director;
  • Conducting strategic assessment of all statistical outputs vis--vis updates of statistical standards, concepts, definitions, methodologies and classification systems, making recommendations towards their adoption, and managing their implementation upon approval by the Director.


  • Master of Arts or Science in Statistics, Economics, Mathematics or Demography plus specialist training in Statistics and at least seven (7) years work experience in a statistical agency on censuses and/or household surveys and CPI surveys, of which at least three (3) years are in supervisory capacity (head of section, unit or project).OR
  • Bachelor of Arts or Science in Statistics, Economics, Mathematics or Demography and a minimum of ten (10) years work experience in statistics in censuses and household surveys and CPI surveys, of which at least five (5) years are in supervisory capacity (head of section, unit or project);
