Are you a seasoned HR professional, with at least 10 years’ executive level experience in delivering major HR transformation exercises in Public Sector environments? Have you delivered HR reform and embedded best fit HR within an organization, and acted as a subject matter expert, in an environment where culture change has been a major requirement for successful change management? If so, we may have an exciting opportunity for you.

The Cayman Islands Government is seeking to fill the post of:


As a key change agent the post holder will transform how human resource management is delivered as an enabler to achieving the Civil Service vision to be a “World Class Civil Service”.

Responsibilities will include:

  • Leading the modernisation of HR for the Civil Service, aligning HR strategies to organisational goals;
  • Act as Head of Profession for HR Management professionals;
  • Enhancing the POCS’ HRM function;
  • Succession planning for the future Director of HR role; and
  • Contribute to the wider POCS as a member of the senior management team.


The post-holder must hold a minimum of a Master’s Degree in HR or related subject and be a senior level member of good standing with a recognised HR Professional organisation (e.g. CIPD Chartered Fellow, SHRM SCP, or equivalent). Additionally, the post-holder must have at least 10 years’ executive level experience with significant accountability for delivery. The post holder will be expected to demonstrate the CIG core competencies for managers/supervisors (Building Capability, Delivering Results, Working Together) as the Head of the HR Profession. Excellent interpersonal skills and the ability to communicate effectively (both orally and in writing), and good staff management skills are also essential. The post-holder will be required to influence behavior of superiors and subordinates as a part of the change management process. The post holder will be a confident public speaker with the ability to effectively engage with stakeholders and deliver key messages to various audiences.

Remuneration package includes: an annual salary in the range of CI$105,252-CI$138,096 is offered, along with non-contributory pension benefits (12% of salary) and medical benefits package. A relocation package is also provided, if required. This position would be for a three-year fixed term contract period.
