Applications are invited for the post of:-

Operations & Rescue Coordination Center (ORCC) Operator/Training Officer

The post holder will be responsible for coordinating search and rescue operations within the Cayman Search and Rescue Region, inclusive of the performance of distress monitoring, communication, coordination and search and rescue functions through the use of public and private resources to assist persons, vessels and aircrafts in distress. The post holder will also deliver technical training to operational staff across the functions of Maritime Law Enforcement, Safety, Security and Search and Rescue as well as will be required to enable effective service delivery in coordinating with the Operations & Rescue Coordination Centre (ORCC) and Training Department of the Cayman Islands Coast Guard (CICG).

Qualifications, Skills & Experience:

The post holder must possess:

  • Training qualification, such as Certificate to Teach in the Life-Long Learning Sector (CTTLS)/Award in Education and Training (AET) Level 3 or equivalent training qualification.
  • Recognized RYA Yachtmaster Offshore/Coastal or equivalent maritime qualification, such as STCW95 II/3 Officer of the Watch.
  • Minimum of two (2) years operational and practical maritime or seagoing experience inclusive of practical SAR operations experience.
  • Minimum of two (2) years’ experience as a trainer in the maritime sector.
  • Certificate in Safety Management and First Aid would be preferred.

Other Essential skills and experience include:-

  • Strong interpersonal, communication, analytical, problem solving and risk management skills.
  • Remain calm and professional in stressful or emergency situations.
  • Act with integrity and impartiality, observing strict confidentiality whilst maintaining the values and ethical standards of the Police Service and the CICG.
  • Knowledge and understanding of Cayman Islands Laws or similar laws from a Commonwealth jurisdiction necessary for the enforcement of public safety and security inclusive of but not limited to Marine Conservation Law, Merchant Shipping Law, Port Authorities Law, Public Order Law and Customs Law.
  • Interpret and apply conventions and regulations including but not limited to:
  • i.United Convention of the Laws of the Seas (UNCLOS)

    ii.International Convention of Safety of Life at Sea (SOLAS)

    iii.International Convention on Maritime Search and Rescue (SAR Convention)

    iv.Convention on International Civil Aviation (Chicago Convention)

    v.International Aeronautical and Maritime Search and Rescue Manual (IAMSAR)
