Head of Operations, Response and Recovery

Hazard Management Cayman Islands (HMCI) is recruiting a highly meticulous, knowledgeable and experienced individual to join the Team. The role of Head of Operations, Response and Recovery is to assist the Director of Hazard Management Cayman Islands in the development, coordination, and activation of the operations/response and recovery aspects of HMCI.

As Head of Operations, Response and Recovery, YOU WILL:

  • Manage a small team of logistics and operational support staff.
  • Assist the Director in the evaluation, improvement and promotion of the islands comprehensive disaster planning efforts.
  • Assist with the coordination of the response to all national emergencies including coordinating 17 Emergency Support Teams and 4 Cluster Managers.
  • Maintain the National Emergency Operation Centre (NEOC) call centre; coordinate and supervise Cadet Corp call takers, deliver associated training and maintain operational readiness and contact lists.
  • Develop exercise programmes as needed to test response capabilities including annual hurricane exercise (approx. 3 per year).
  • Planning, organizing and developing emergency operational procedures
  • Direct emergency functions within the NEOC as well as the utilization of resources to ensure their effective use.
  • Assist and advise the Director (Policy Group) and NEOC staff as needed, providing information and guidance related to the internal functions of the NEOC and ensure compliance with emergency plans and procedures.
  • Assist with the rapid deployment of radio communications equipment for use at emergency incidents as required supporting the needs of the public safety agencies as required.
  • Maintaining close liaison with Emergency Support Teams to ensure their understanding and support of emergency management activities.


  • Bachelor’s degree in Disaster Management, Natural or Social Sciences or related fields.
  • Ten (10) years’ of experience in the operations, response, recovery and administration of emergency response activities such as provided by police, fire rescue, medical or emergency management units either in the public or private sector. Three (3) years’ experience should be at a managerial level.
  • Knowledge of the principles of management, organization and administration and emergency management procedures, practices and regulations.
  • Knowledge of the practices of local government personnel management, organization, administration, budgeting an accounting.
  • Skills in working, analyzing identifying and recommending solutions to problems within deadlines to complete projects and assignment.
  • The ability to plan, direct and coordinate the work of subordinates when required by work assignments.
