Operational Human Resources Officer

The Operational Human Resources Officer will provide comprehensive Human Resources (HR) services to the Ministry, with due regard for HR best practices and policy framework including the Public Service Management Law (2018 Revision) and other related Employment and Human Rights Laws and Regulations for the Cayman Islands.

Knowledge, Experience & Skills

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

The postholder will be an HR professional with a minimum of a Bachelor’s degree in HR Management and a minimum of 3 - 5 years’ experience in Human Resources or Associates degree 5 - 8 years’ experience in Human Resources. Strong relationship management skills and an ability to listen/work well with all types of people. Strong communication skills, (both oral and written); Ability to understand business process and organizational needs, implications in terms of the HR dimension. Knowledge and use of HR software to record data and generate reports necessary to manage and make decisions. Experience using government’s HRIRIS system. Knowledge of modern business practices and procedures. Ability to interpret and apply laws and regulations affecting the HR function of the departments. Proficient in computer applications software including Windows & Microsoft Office (Word, Excel, and Power Point). Strong organisational ability along with excellent continuous attention to detail. Employee development and performance management skills. Ability to bring integrity and impartiality to all tasks, and observes strict confidentiality, while exercising discretion and courtesy. Change management experience is desirable and a good understanding of the management philosophy underlying the new Personnel Service Management Law and personnel reforms is desirable. Supervision and/or management experience
