Key Responsibilities:To define, design, construct, test, deliver, modify, maintain and support the development or procurement and implementation of information systems to meet identified business needs of all Government departments utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

To identify and develop new and alternative approaches to performing business activities that are made possible by the availability of information technology. In the absence of the Project Manager they may well be responsible for the financial and/or staffing aspects of operational management, service delivery and project management as well as a range of technical considerations

Qualifications: The post-holder should possess a Bachelor’s degree in Computer Science or Information Management plus a minimum of five (5) years’ post-graduate experience in information systems; OR an Associate’s degree in Computer Science or Information Management plus a minimum of eight (8) year post-graduate experience in information systems; OR more mature entrants with eleven (11) years of relevant software development/advanced IT experience and related post high school education, if aptitude for analysis and systems development work is evident. Three (3) years must have been as a fully qualified Oracle ADF Analyst Programmer. All of the above years of experience are required to be in development/support with Oracle SQL + and/or PL/SQL , Oracle ADF, Java , BI Publisher.

Knowledge, Skills and Experience: Evidence of management skills in controlling Oracle (in the above specializations) technical projects and development of staff and in the execution of difficult and complex organisational tasks. Knowledge of principles, methods, techniques and tools for the effective management of projects from initiation through to implementation is required. Should be proficient in Project Management tools to assist in the project managing process, by automating mechanical tasks such as scheduling, resources balancing and time recording.
