The Ministry of Planning, Lands, Agriculture, Housing & Infrastructure is hereby requesting proposals from suitably qualified entities for the provisions of engineering consulting, code compliance supervision, technical oversight and project management services relating to The Cayman Islands Liquefied Petroleum Gas (LPG) Sector.

Scope of Required Services:

The selected tenderer will be required to provide LPG Project Management, Engineering and Consultancy Services for an upcoming project which falls under the remit of the department, as well as carry out a quality fitness review on the current inspection program and technical documents used to guide oversight of the LPG sector. The tasks listed below are intended to describe the services to be provided and the list is not exhaustive, but rather represents the key undertaking expected during the performance of the contract. Specifically, the selected tenderer shall demonstrate capabilities to perform:

o Audit on existing LPG Systems, Equipment and Installations;

o Certified inspection on LPG Systems, Equipment and Installations;

o Review of design and fabrication criteria using applicable code standards, and sign-off on new pressure vessels before commissioning;

o Review of operating considerations for vessels and system components including fire suppression system, monitoring and other site safety and security details (specifically relating to LPG Tank Farms);

o Soundness of geotechnical determinations, structural and other related engineering considerations, and analysis of independent technical reports, assessments and findings;

o Preliminary (ballpark) cost estimation for entities to achieve and maintain operational and safety compliance at their regulated premises;

o Review and recommend improvements to current technical documents and code requirement most relevant to the jurisdiction for new installation and ongoing inspection program for equipment at bulk terminals and consumer locations;

o Review and recommend improvements to current technical documents and code requirement most relevant to the jurisdiction for transport of LPG via mobile equipment, intermodal equipment, and pipeline transfers including the bulk cargo underground receiving pipeline from the sea berth facility;

o Review of LPG Handling practices relative to other Dangerous Substances (defined under DS Law) and make recommendations;

o Project supervision of LPG (bulk) installations for code compliance and as per OEM requirements;

o Any other services deemed necessary or contingent on the foregoing by virtue of requirements under relevant industry’s standards and practices, and in keeping with any professional obligation in the performance of these services.;

Knowledge, Skills & Experience

In order for the tenderer to demonstrate their capability to carry out the above scope, the tenderer must provide the following documents:

o An overview of their company and relevant experience relating to the areas referenced above

o Relevant qualification and expertise of personnel who will perform in relation to the project

o Two reference projects and a referee who may be optionally contacted where sufficient evidence may not be available to link the tenderer to the specific projects.

o Experience and exposure with code interactions, association or membership with governing engineering/technical bodies and code establishment to facilitate review and recommendation on framework policy improvements.

Proposals are to be submitted by 12 noon on 11th January, 2017 in electronic or hardcopy format.
