Introduction
The Cayman Islands Civil Service College is committed to building capabilities for the future by promoting education and supporting the professional development of members of the Civil Service. This is done in observance of the Public Service Law (2018 Revision) Section 55.1c and d.
“(c) recognition of the need for the advancement of Caymanians in all parts of the civil service;
(d) opportunities for the enhancement of the abilities of individual employees.”
As a part of this commitment, we have established the CSC Scholarship Programme. This programme aims to provide financial assistance to eligible employees pursuing higher education and skill development. The programme aligns with our core value of building capabilities through continuous learning, growth, and innovation.
Programme Objectives
The primary objectives of the Cayman Islands Civil Service College Scholarship Programme are to:
1. Support Career Advancement: Invest in the professional growth and development of Cayman Islands Civil Servants, by fostering a culture of excellence and expertise.
2. Promote Lifelong Learning: Encourage Civil Servants to pursue higher education opportunities to enhance their knowledge and skills.
3. Retain Top Talent: Attract and retain top talent by offering a scholarship programme that supports career advancement within the Cayman Islands Government Civil Service.
Eligibility Criteria
To be eligible for the Cayman Islands Civil Service College Scholarship Programme, Civil Servants must meet the following criteria:
1. Applicants must be Caymanian on an open-ended contract with the Cayman Islands Government.
2. Be accepted into an accredited educational institution or recognized training programme.
3. Maintain satisfactory job performance and meet any job-specific requirements outlined in the programme.
4. Be willing to complete any prerequisite courses identified to support intended programme of study.
5. Be recommended by their manager with sign-off by the respective appointing officer or designate.
Scholarship Type
The Cayman Islands Civil Service College Scholarship Programme offers Academic Scholarships. These scholarships support civil servants pursuing part-time undergraduate or graduate degrees in fields related to their current role or career goals. The scholarship may cover tuition, textbooks, and other direct educational expenses excluding travel.
Application Process (deadline 28th May 2025)
The scholarship application requirements include:
Documents to submit:
1. Acceptance letter from educational institution.
2. Transcripts and certificates from previous studies (compiled and scanned as a single pdf)
3. Information regarding programme costs and Personal Statement outlining applicant’s educational and career goals and explaining how the scholarship will contribute to their professional growth (download Scholarship Personal Statement and Funding Request)
4. Recommendation letter from your supervisor or manager
5. Completed Manger agreement form, signed by your Department Director or Head of Department (download manager agreement form)
Selection Process
Applications will be reviewed once per year. Therefore, applicants are encouraged to prepare their materials for consideration at least 4-6 months prior to the intended study period.
If the applicant meets the eligibility criteria, their information will be presented to the Scholarship Selection Committee who will evaluate applications and select scholarship recipients. Consideration for selection is based on:
o The applicant’s work history
o Indication that the attainment of the particular qualification will support their career progression within the Civil Service.
o Alignment of the qualification with the strategic goals of the Cayman Islands Government
The Selection committee will comprise of The Director of CSC, Chief Officer of the Portfolio of the Civil Service and the Deputy Governor or a nominee selected to represent the Deputy Governor.
Applications will undergo review cycles once per year in March-May.
Scholarship Awards
Scholarship recipients will be notified of their awards, which will cover all or part of their educational expenses, depending on available funding and individual needs.

Recipients will be required to sign a scholarship agreement, committing to:
Scholarship Bond
In addition to the above commitments, recipients will be required to sign a bonding agreement whereby recipients must agree to continue working with the Cayman Islands Government for a specified duration after graduation. Bond terms are as follows: Associate’s Degree - 2 year bond, Bachelor's Degree - 4 year bond, Master's Degree - 2 year bond.
Monitoring and Support
The Cayman Islands Civil Service College will provide ongoing support to scholarship recipients, including mentorship and guidance.
