Honourable Jay Ebanks serves as the Minister for Planning, Lands, Agriculture, Housing and Infrastructure in the Cayman Islands Government. He is an independently elected Member of Parliament representing the district of North Side since 2021.

He brings to the public service over two decades of hands-on experience in the tourism and construction industries, where he established a reputation as a successful business owner and manager.

After taking the reins of the Ministry in 2021, a number of long-standing and complex infrastructure and development initiatives have been successfully delivered. His ability to navigate multifaceted development challenges and align solutions with the needs of diverse sectors demonstrates a deep commitment to empowering Caymanians for now and generations to come.

Mrs Julie Hunter has been a Parliamentary Secretary in the Cayman Islands Government since May 2025 supporting the Ministries of Planning, Lands, Agriculture, Housing and Infrastructure, Education and Training, Culture and Heritage.

In addition to being a first-time Member of Parliament for West Bay West, she is a seasoned professional with over 35 years in the banking industry and eight years in the legal profession. Parliamentary Secretary Hunter began her career as a loans officer at Cayman National Bank and rose to the position of vice president, successfully opening and managing multiple branches. This experience helped to hone her leadership, management and operational expertise.

Her tenure in the legal sector as assistant clerk of court also enriched her understanding of the legal framework that supports public service, equipping her to address pressing issues such as affordable housing, healthcare access, and environmental sustainability.

What We Do

The Ministry of Planning, Lands, Agriculture, Housing, Infrastructure, is responsible for a wide range of areas that concerns the Planning, Agriculture, Housing, and Infrastructure needs across the Cayman Islands. 

Customers of the Ministry are varied and include residents, visitors, as well as commercial, private and public sector entities, both international and on a local level. Activities take place on the three islands of Grand Cayman, Cayman Brac and Little Cayman.

Organisation and Functions

The Ministry of Planning, Lands, Agriculture, Housing and Infrastructure (MPLAHI) is responsible for six departments under its remit as described in the Related Entities section below. We are also responsible for the following:

The Ministry's role includes:

  • Providing support to various Boards in licensing in accordance with relevant legislation and delegated authority.
  • Supporting the farming community to modernise the agricultural sector and bolster the Islands food and nutrition security.
  • Providing training for young Caymanians in Technical Vocational Education and Training (TVET) programmes.
  • Provision of quality road infrastructure across the islands.
  • Improving traffic management and road networks through immediate and long term road connectivity projects.
  • Maintenance of government buildings and civic centres.
  • Professional project management and consulting services for government buildings and other facilities.
  • Vehicle procurement and maintenance.
  • Supporting the Central Planning Authority and Development Control Board in regulating all forms of physical development in the Cayman Islands.
  • Facilitating and coordinating the review and completion of development plans for Grand Cayman.
  • Processing development applications in a timely and efficient manner, and ensure that development is in compliance with the Development and Planning Laws and Regulations.
  • Preparation of development plans for Grand Cayman.
  • National hurricane preparedness and response.
  • Provide timely and comprehensive professional planning advice and input into the National Planning Initiative.
