In February of 2014, the Cayman Islands Government (CIG)’s initiated Phase V of the Rationalisation Project which focused on reform of its public services.
In April 2014, CIG commissioned Ernst & Young (EY) to review, analyze and deliver a report which not only considered historic reports and recommendations for government restructuring, but also considered current market conditions, financial impact, work force implications, potential benefits, risks and issues.
EY assembled a global team and embarked on an ambitious and comprehensive four month review and analysis of the CIG as an organisation striving to serve the needs of the nation.
In September 2014, EY presented the results of their findings in a 245 page report to CIG that detailed in excess of 52 key recommendations including an implementation roadmap for government consideration.
We are not alone as a nation as we seek sustainability for government public services. Governments around the world are looking at improving effectiveness and efficiencies due to the reality of inflated costs of operations and expanding needs of public services.
The restructuring of CIG and public services is a government responsibility not only for today, but for the future of our country and future generations. In fact, it is everyone’s responsibility to support transformational changes to ensure our nation’s sustainability and quality of life.
The SRIU is committed to stakeholder engagement and open lines of communication. Through this communique and utilizing multiple communication vehicles, technology and face-to-face interaction opportunities, the SRIU will assist stakeholders to understand and contribute to the process of moving forward.
We are all responsible for the future of our nation, and we all have a role to play to ensure success of government reform.
Understanding proposed recommended changes and their benefit to the country is paramount to this process. The first step is to review the report in its entirety yourself and prepare questions that may not be answered in the report. Reviewing the executive summary provides an overview of the process EY pursued to complete the findings of the report. The executive summary commences with an introduction, background and explanation of EY’s approach. This provides details of the scope of work, the framework that outlines EY’s approach and the guiding principles and objectives underpinning the review and analysis.
From there it moves on to discuss and examine the case for change wherein EY provides commentary on CIG’s financial position, performance, and economic and capital drivers for the review.
We will be providing updates on the progress of the public service transformation programme once Cabinet have decided which recommendations to pursue. We will provide a variety of communication platforms to announce new initiatives approved for implementation, appointments, opportunities for stakeholders to voice opinions and get involved, and to provide announcements of any changes to public services.
The success of transformational change is in part, dependent on hearing views and ideas from stakeholders. There are and will be many opportunities and formats to contribute to the conversation. We want to hear from you, and will ensure every opportunity to do so.
