Deputy Governor’s 2023 Awards Ceremony
At a gala event on Thursday 25 April 2024, Deputy Governor and Head of the Civil Service Hon. Franz Manderson, honoured dozens of civil servants who embody our core values of passion, integrity and professionalism and whose performance demonstrate accountability in delivering against the Government’s Broad Outcomes to both external and internal customers.
The event capped the 2023 round of the Deputy Governor’s Award Programme, and saw the announcement of the 2023 Civil Servant of the Year Zhané Rambaran. Along with Ms Rambaran, 11 colleagues who, like her, had been chosen as Employee of the Month during 2023, were recognised. Three teams were highlighted with Moments of Magic awards and 60 individuals were recognised for having gained Chief Officer’s Choice awards during the year.
The Deputy Governor and the Cayman Islands Government salute 2023 CIG Employee of the Year Zhané Rambaran and the other individuals and teams who deliver excellence every day, living out our purpose of Making Lives Better.

Ms Rambaran is Financial Administrator in the Portfolio of the Civil Service. She was recognised for exemplary contributions to the strategic goal, Deliver Exceptional Customer Service.
Addressing her fellow civil servants after accepting her award, Ms Rambaran reminded them: “As you know, we are not serving a niche market or one particular group of people. Rather, we are serving every person who calls these beloved Islands home.” She added, “This is no light work but it is work that fills me and my colleagues with an immense sense of pride.”
Twelve finalists qualified for the Employee of the Year Award. Over the course of 2023 these civil servants were initially nominated by a colleague, endorsed by their Chief Officer and ultimately selected as Employee of the Month by the Deputy Governor.
All finalists were recognised at the ceremony and attendees heard of the work, attributes and impact of each nominee. Chief Officer’s Choice Award recipients were also spotlighted.

The development and implementation of the STEPS survey across the Cayman Islands was carried out by a team in the Ministry of Health and Wellness. The purpose was to gather information on the current health status of the county in relation to non-communicable diseases. The results will be used to guide Public Health intervention efforts, policy development and future funding decisions to empower people to achieve optimum wellbeing. Team members were Rachel Corbett, Carolina Ferreira, Janett Flynn and Halle Miller.
